On the 17th of January 2019, Ministry of Planning, Investment and Economic Development (MoPIED) held the first round of the ninthNational Development Plan (NDP 9)consultations with ministries of the Federal Government of Somalia. The session was attended by permanent secretaries, director generals and directors of planning.
Deputy Minister of Planning, Investment and Economic Development, Her Excellency HonorableFahmo Ahmed Noor made the opening remarks, asserting that the drafting, consultations and implementation of the National Development Plan (2020-2024) is a Somali led, Somali owned initiative.
Asad Yusuf Director general of Planning, MoPIEDpresented the fundamentals of NDP 9, with a specific focus on consultation framework, emphasizing the importance of NDP 9 being compliant with Interim Poverty Reduction Strategy Paper (iPRSP). A global poverty eradication scheme that also partially satisfies the global debt forgiveness program, which the Federal Government of Somalia is aggressively pursuing with the IMF.
Ministry of Planning, Investment and Economic development is tasked with the drafting of NDP 9, however the results of the consultations, implementation and executionof NDP 9 will be fulfilled by Somalia’s Federal institutions.
Participants were grouped according to His Excellency, Prime Minster Hassan Ali Kheyre’s government roadmap, security, social development, economic development, inclusive politics and natural resource management which subsequently, the NDP 9 pillars are based on. Participants presented their arguments and concluded that in order to eradicate poverty, the National Development Plan (2020-2024), should prioritize co-ordination between federal member states and federal institutions. Secondly, generate a durable solution for internally displaced persons and lastly, the prioritization of risk and disaster management.
