Background
The Position will require a qualified Somali Economist, fully familiar with all aspects of the Somalia national and regional planning and project management activities.

Strong analytical and writing skills demonstrated through working paper in areas related to National economic development, special economic zones and related fields, Strong quantitative skills.

- Very strong, state-of-the-art knowledge and technical skills in economics, particularly welfare, institutional, public choice and resource economics and is familiar with the bureaucratic and growth development reforms.
- Proven analytical skills and ability to conceptualize strategic intervention into project design.
- Good track record of publication on governance and development in general.

- Highly developed drafting and communication skills in English, including public speaking in formal settings.

Title: Mineral Geoligist

Background
The vacancy requires a senior geologist embedded within the ministry as the Director of the Mining Department, with a focus on minerals, from planning to exploration, from development to working out regulations on mining, health and safety and environmental protection. The senior geologist will be based at the Ministry in Mogadishu, and direct the exploration and mining activities.
The primary responsibilities are to supervise and direct the Ministry’s mining and mineral exploration programmes; and assist the artisanal miners in their field exploration campaigns and support in maintaining a system to identify the minerals, record where they come from in a data base. Another important responsibility is registering mining companies, granting permits and licensing them. On the legislation front, the expert will help draft a Mining Code that will replace the previous Mining Code 1984. The Director of the Mining Department oversees the activities of the Geological Survey of Somalia and will make sure that a geological data archive and collection is properly stored and maintained. Additional responsibilities of this position include but are not limited to:
- Conduct routine office work to plan and implement mining and mineral exploration programmes.
- Supervise environmental protection activities in areas where mining is allocated for.
- Oversee new laboratories that will be established for geochemical, geotechnical, petrographic, petrologic and sedimentological purposes and a National Depository for samples, drill logs, data and geological reports.
- Help to develop mineral maps and geological reports of mining activities.
Desired qualification, Skills and Experience:
- The ideal candidate will possess a BSc degree in Earth Science, Geology or Geological Engineering and a MSc degree in Mineralogy, Petrology and Engineering Geology or Geological Engineering.
- She/he must have practical experience for more than 10 years in relevant positions.
- Knowledge and experience of the Somali environment is preferable.
- Must be senior geologist who is technically adept, personally resourceful and can demonstrate a solid record of accomplishment in the field geology and mining.
- This position will require domestic and some international travels.

Title: Natural Resources Lawyer

Background
The lawyer will head a team of legal staff who will get engaged in matters related to the Federal Constitution, the Petroleum Law, the Mining Code, Extractive Industry, Revenue Sharing Bill and the Downstream Bill and other legal regime pertinent to oil, gas, minerals and water.
The lawyer will also deal with health and safety of the extraction process: mining, drilling and clearing. Environmental protection has a legal dimension and the department will deal with that. The lawyer will also deal with Federal Member States in matters related to legislations and support them to reconcile differences in terms of looming crisis between the Federal Government and the FMS or between the Federal Member States (FMS).
Responsibilities
The Lawyer will serve as both an advocate and adviser. As an advocate, he/she will speak for the Ministry in court by presenting supportive evidence. As an adviser, the lawyer will counsel the Ministry on their legal rights and obligations. The Lawyer—also called attorneys and counsellors—will interpret laws, apply laws to specific situations, and draft new laws, if required.
The legal expert will participate in negotiating contracts with companies (oil, gas and minerals) and monitor the legal aspects in its implementation. Much of the work involves researching precedents, which are earlier interpretations of laws and the history of judicial decisions based on that law. Lawyers use precedents to support their cases in court. Many resources—from law libraries and public documents to computer databases and the Internet—are available to lawyers for research.
Qualification and Experience
- The legal expert must have a first degree and a Masters degree. A PhD in law is preferable with a focus to the extractive industry.
- The lawyer must have a working experience of more than 10 years and, again it must be focussed to the extractive industry (minerals, oil and gas).
- Knowledge of the legal regime is compulsory, particularly in relation to the existing acts and their monitoring and enforcement.
- Having an experience of the Somali context is an optional requirement.

Title: Petroleum Geologist

Background
The Ministry of Petroleum and Mineral Resources requires a senior petroleum geologist (PG) who will be responsible in coordinating the activities of the various international oil companies operating in Somalia. The petroleum geologist will follow the contract obligations, whether technical or legal. The PG will study the stratigraphic arrangement and structure of the basins of Somalia to investigate and locate oil and gas deposits. As part of this process, he/she has to study well logs, analyze cores and cuttings from drillings, and interpret the data obtained through electrical or radioactive well logging and other subsurface surveys to identify earth strata.
Duties and Responsibilities
- The petroleum geologist will negotiate, as part of a team in the productions sharing contracts with oil companies on behalf of the Ministry of Petroleum and Mineral Resources.
- He/She will liaise activities and works of the oil companies working in Somalia with the Ministry and will determine the work programmes of the companies.
- The petroleum geologist, through various tools and machines will examine aerial photographs and evaluates the results of geophysical prospecting: 2-D and 3-D seismic investigations. He/she has to prepare surface and sub-surface maps and diagrams that depict the stratigraphic arrangement and composition of the earth and potential deposits of gas and oil in the basins of Somalia.
- He/she examines rocks, minerals, and fossil remains to identify and determine the sequence of the processes affecting the development of the earth.
- By preparing geologic reports and maps; he/she interprets research data to recommend further action for study.
- His expert opinions are sought by the Ministry and he recommends acquisition, retention, or release of property leases or contracts.
- By conducting these extensive studies, he estimates oil reserves in proven or prospective fields, and consults with the petroleum engineers regarding drilling and production methods.
Education and Skills
- A Bachelor’s degree in Geology and Earth Science is mostly required for the Ministry. MSc in petroleum geology is obligatory with additional field training and field experience. A PhD in geology or petroleum geology is an optional requirement.
- Extensive field experience is required in this job profile. Hence one must be physically robust and active with stamina and perseverance.
- He must have adequate technical knowledge to interpret the data found and pass on the information to the Ministry.
- Interpersonal communication skills are also important as a petroleum geologist has to work with different personnel like engineers and scientists from the oil companies.
- The petroleum geologist must be acquainted with Somali geology and stratigraphy.
